§ 23-102 AUTHORITY OF THE CHIEF OF POLICE AND DIRECTOR. The chief of police or director shall implement and enforce this article, and may by written order establish such rules, regulations, or procedures, not inconsistent with this article, as the chief of police or director determines are necessary to discharge any duty or to effectuate the purpose of this article.
