The Board of Commissioners of the City of Memphis is further authorized to rent, lease, sell or otherwise dispose of any part or all of said vehicular parking system upon the terms and conditions and for such length of time as said Board of Commissioners may deem advisable; or to operate and maintain said vehicular parking system under the jurisdiction of one of the departments of the City of Memphis; or by ordinance create a commission to be known as the "Vehicular Parking System Commission" to be composed of not less than three nor more than five members whose appointments, qualifications, duties, powers and responsibilities may be fixed by ordinance of said Board of Commissioners and under whose jurisdiction said Board of Commissioners may place the acquisition, construction, maintenance and operation of said vehicular parking system.
