Sec. 47-318. - Time of fee collection. Wastewater impact fees shall be collected at the time of issuance of building permits. In the event that a building permit is not required prior to development, collection shall be at the time of wastewater service connection. Provided, however, the developer and the department may agree to an earlier date for payment to reserve wastewater capacity for future development. (Ord. No. 90-675, § 3, 6-6-90; Ord.
