For purposes of this article, the following terms shall have the following meanings.
1. The term "owner" as applied to vehicles shall mean an owner as defined in section one hundred twenty-eight and in subdivision three of section three hundred eighty-eight of the vehicle and traffic law.
2. The term "security interest" as applied to vehicles shall mean a security interest as defined in subdivision k of section two thousand one hundred one of the vehicle and traffic law.
3. The term “unlicensed activity” shall mean the conduct of any activity at a work site without a license for which a license is required under any law, rule or regulation enforced by the commissioner of buildings, and the term “unregistered activity” shall mean the conduct of any activity at a work site without a registration for which a registration is required under any law or regulation enforced by the commissioner of buildings.
