Sec. 12-12-1. - Compliance required. It is unlawful for any person to engage in the business of laying, constructing or building concrete sidewalks, steps, coping or other form of concrete work in or upon the streets, alleys, highways or public places of the city, except in compliance with the terms of this chapter.
