SEC. 102.15. EFFECTIVE DATE OF DECISION. The decision shall become effective 15 days after it is delivered or mailed to respondent unless a reconsideration is ordered within that time, or the Board orders that the decision shall become effective sooner, or a stay of execution is granted.
