Sec. 14-101. - Promotional lists. After each promotional examination, the commission, through the director, shall prepare and keep available a promotional list of eligible. When two or more persons have equal final weighted ratings, their names shall be placed in the following manner: The one with the higher performance rating shall be placed above the other; but if there should still be a tie, the one of greater seniority shall be placed above the other one.
