The prohibitions contained in Section 10.80.020 do not apply:
(A) To any tour bus when it is being used to transport passengers on a "celebrity home" tour or to any function of a duly established and recognized nonprofit organization; provided, however, that no such vehicle shall be allowed to stand or park in any one location for a period in excess of thirty minutes;
(B) To any tour bus when it is located on property which is used as the base of operation for such vehicle;
(C) In the case of an emergency which requires the standing or parking of such vehicle contrary to the provisions of Section 10.80.020.
