Sec. 110.104. - Penalty for withholding money. Every officer, employee or agent of the City who neglects or refuses to comply with the requirement of Sections 110.102 and 110.103 shall be subject to be removed from office, employment or agency and to forfeit to the City any share or part of the moneys withheld to which he might otherwise be entitled.
