Oklahoma City Municipal Code § 38-704

(a) Applications must be received in the office of the City Clerk no later than 5:00 p.m. on the first Monday of January and the first Monday of July.
(b) Separate applications shall be submitted for each permit site.
(c) If more than one application is received for the same permit site for the same permit period, a drawing will be held to determine the permittee for each permit site for each permit period.
(d) Drawings for permit sites will be conducted in the offices of the City Clerk located on the 2nd Floor of the Municipal Building, 200 North Walker, Oklahoma City, OK 73102.
(e) Drawings to select permittees for permit sites will be held twice annually; on the second Tuesday of January for permits valid from February 1 through July 31, and on the second Tuesday of July for permits valid from August 1 through January 31.
