Sec. 654.104. - Jurisdiction. The regulations herein set out shall apply to all lands within the City, except within the Second, Third, Fourth and Fifth Urban Services Districts. No land shall be subdivided nor a building or structure or a part thereof constructed in an area that is subdivided after the effective date of this Chapter, unless the subdivision conforms to the provisions of this Chapter.
