Sec. 1-9. - Manner of repeal of ordinances. No ordinance shall be repealed by any general terms, such as "coming in conflict with any subsequent ordinance," but in all cases the ordinance or section of an ordinance intended to be repealed shall be specifically mentioned and distinguished by the title and date of the same, when practicable, and the number of the section.
