Sec. 22.514. Limitations on Mail Services.

Communications services shall not include the mailing of matter by any department, board, office, or officers which: (a) is related to or in any manner connected with the conduct of election proceedings by the City Clerk, except when so requested by the City Clerk or (b) in the judgment of the administrative head of any office or department is required to be mailed forthwith because of emergency or exigency of public business or legal requirements.
