Sec. 31-51. - Required.

It shall be unlawful for any person to operate a dry cleaning establishment except as provided in and authorized by this article and in accordance with applicable rules and regulations promulgated under the authority of this article and without first having been accorded inspection services by the manager of public health and environment.
