Sec. 39-101. - Required.

It shall be unlawful for any person to lead, guide, carry on, direct, or otherwise conduct a golf tournament on any of the golf courses, either within or without the territorial limits of the city, which are within or upon any facility owned by the city and by it operated for park or recreational purposes, without first obtaining from the manager of parks and recreation a written permit so to do.
