§ 3. Staff.

(a) In general. The Mayor may appoint such persons to aid in the discharge of the Mayor’s duties as provided in the Ordinance of Estimates. (b) City Administrator. The Mayor shall appoint and directly supervise a City Administrator, who shall be the chief administrative officer of the City.
