Sec. 11-40-20. - Taxicab stands.
A. Taxicab stands shall be designated by the director of public service upon the director receiving concurrence from the city engineer. All taxicab stands are to be available for the use of all licensed taxicabs operating within the city on a basis of the driver of the first taxicab arriving at a vacant stand having the right to occupy the stand, except for the stands located at the Memphis International Airport. No stands shall be designated which will interfere with or present a hazard to the traffic on the street where the stand is to be located. The city engineer shall place the necessary signs and markings at the locations of the stands under the direction of the director of public service. It is expressly provided that passengers may select any taxicab at such stands regardless of the taxicab's position in the line at such stand. B. While in service, the operator of a taxicab shall not stand or park such vehicle upon any street other than at a taxicab stand so designated. This provision shall not prevent the operator of a taxicab from temporarily stopping in accordance with other stopping or parking regulations at any place for the purpose of and while actually engaged in the expeditious loading or unloading of passengers or packages or the delivery of packages. Where parking for this designated purpose is upon a metered space, the driver shall pay the appropriate fee. Nothing in this section shall deemed to apply to regularly scheduled limousine service. C. The operator of a taxicab shall not stand or park such vehicle upon any street at any place other than in a taxicab stand designated as provided herein. This provision shall not prevent the operator of a taxicab from temporarily stopping in accordance with other stopping or parking regulations at any place the purpose of and while actually engaged in the expeditious loading or unloading of passengers. D. No person other than the owner of a taxicab stand permit, his or her agent, servants or employees, shall occupy a taxicab stand so designated by the director of public service, except that the driver of a passenger vehicle may temporarily stop therein for the purpose and while actually engaged in loading or unloading passengers when such stopping does not interfere with any taxicab waiting to enter or about to enter such stand.
