SEC. 13-49. PENALTY FOR VIOLATION OF ARTICLE.

Any person violating any of the provisions of this article shall be punished in accordance with Section 13-1, and, in addition, any officer or employee or the city violating any of the provisions of this article may be removed, suspended or reduced in grade by the city manager or the head of the department in which he is employed or by the city council, as the case may be, pursuant to the charter, ordinances and civil service regulations of the city.
