115-17. Addition or Removal of Material Prohibited.

No person shall deposit any material on any public way or public place unless authorized or directed to do so by the common council or the commissioner. No person shall remove any material owned by the city in or on any public way or public place unless authorized or directed to do so by the common council or the commissioner.
