14-12. Water Works Under Control of Commissioner of Public Works.

The said water works, and all the grounds, buildings, fixtures, machinery and other things appertaining thereto, shall be under the control of the said commissioner, who shall have the power to regulate and control and have a general supervision over the same, subject to the authority of the said common council.
