365-9. Duration.

This chapter shall be in effect for a period of 7 years after the effective date of this chapter [August 8, 2009], provided, however, that the common council shall determine the necessity for the continuation of the program as well as the applicable percentage of bid award standards for local business enterprises at 2-year intervals from the effective date of this chapter.
