4521.08 - Plumbing fixtures. Every plumbing fixture and water and waste pipe, including a garbage disposal, which is supplied or required to be supplied shall be properly installed connected and maintained in good sanitary working condition; free from defects, leaks and obstructions; and capable of performing the function for which it was designed.
