Sec. 360.114. - Abatement of unattended pollution sources. In the event of the discovery of an unattended pollution source which may be quickly eliminated by immediate abatement, the Director or his authorized representative shall have the right to take all reasonable steps to effect such abatement, if the owner, after reasonable inquiry, cannot be found or notified.
