Application for payment under this article may be filed with the manager of finance only in the following manner:
An applicant shall file an application only after having fully paid all sales taxes or use taxes assessed under the Denver Revised Municipal Code to a licensed vendor for the purchase of a qualified replacement unit that qualifies the purchaser for a refund under this article. The application procedure shall be in accordance with the provisions set forth in section 53-43 of this Code, except that all applications must be filed with the manager of finance within thirty (30) days after the date of the notice of final inspection approval issued by the city for the qualified replacement unit. The applications shall include the original purchase receipt evidencing payment of the sales or use tax and any other documentation required by the manager of finance.
