Denver Revised Municipal Code § 18-51 Applicability.

Sec. 18-51. - Applicability. The provisions of this division 3 shall apply to the following employees not in the career service: (a) Employees appointed to serve at the pleasure of the mayor pursuant to Charter section 9.1.1(E)(iv); (b) Employees and certified public accountants appointed to serve at the pleasure of the auditor pursuant to Charter section 9.1.1(E)(viii); (c) Employees appointed to serve at the pleasure of the career service board pursuant to Charter section 9.1.1 (E)(xii); (d) [Reserved]; (e) [Reserved]; (f) Employees of the Denver Public Library; (g) Employees of the city council; (h) [Reserved]; (i) Employees of the board of adjustment—zoning; (j) Employees appointed to serve at the pleasure of the clerk and recorder pursuant to Charter section 9.1.1(E)(xiv); (k) Employees of the civil service commission; (l) Employees of the office of independent monitor; (m) Employees appointed to serve at the pleasure of the manager of aviation pursuant to Charter section 9.1.1(E)(xv). Denver Revised Municipal Code § 18-52 Pay fixed.

Sec. 18-52. - Pay fixed. The pay of employees not in the career service shall be fixed in accordance with the classification and pay plans adopted by ordinance as provided by the Charter and this chapter 18. (Ord. No. 959-05, § 1, 12-19-05)

Denver Revised Municipal Code § 18-53 Basis for classification plan.

Sec. 18-53. - Basis for classification plan. The position of employees not in the career service shall be allocated to a class in the classification plan adopted pursuant to the Charter and this chapter 18. Such allocation shall be made solely on the basis of actual duties and responsibilities of the position. (Ord. No. 959-05, § 1, 12-19-05)

Denver Revised Municipal Code § 18-54 Pay plan.

Sec. 18-54. - Pay plan. The pay plan adopted pursuant to division 2 of this article is hereby incorporated by reference. Except for pay differentials specifically authorized pursuant to section 18-56, every employee not in the career service shall be paid biweekly at a biweekly rate arrived at by dividing the annual rate set forth in the pay plan for the pay grade applicable to the class to which the position is allocated by the biweekly periods for the calendar year. Denver Revised Municipal Code § 18-55 Pay administration.

Sec. 18-55. - Pay administration. Career service rules relating to the pay rate at which an employee may be hired, movement of employees through the pay ranges, and pay differentials shall be applicable to employees and positions not in the career service in the implementation and administration of the classification and pay plans. When the career service rules permit a waiver or exception or require the approval of the Office of Human Resources, Office of Human Resources Executive Director, or career service board, the waiver, exception, or approval shall be the sole responsibility of the employee's appointing authority, and the approval of the Office of Human Resources, Office of Human Resources Executive Director, or career service board shall not be required. Denver Revised Municipal Code § 18-56 Pay differentials.

Sec. 18-56. - Pay differentials. The rates of pay set forth in the pay plan adopted pursuant to division 4 of this article shall be paid to employees regularly working a forty-hour week. Reasonable pay differentials may be added to or subtracted from the rates set forth in the pay plan pursuant to career service rules. (Ord. No. 959-05, § 1, 12-19-05)

Denver Revised Municipal Code § 18-57 New or modified classification and pay plans.

Sec. 18-57. - New or modified classification and pay plans. (a) In cases where a new kind of work is to be performed by an employee not in the career service, and where such work is not provided for in the existing classification and pay plans, the employee's appointing authority shall request a study of such work to be made by the Office of Human Resources, who shall make findings and recommendations. The career service shall, after consultation with the appointing authority, present its recommendations in the form of an ordinance amending the classification plan to the city council for final approval. (b) In cases where it is necessary to change the pay grade of an existing class in order to be consistent with changes being made in the classification plan for employees in the career service contained in the classification plan, the Office of Human Resources shall, after consultation with the appointing authority, make recommendations in the form of an ordinance amending the classification plan to the city council for final approval. (c) Provisional classes may be established for employees not in the career service in the manner prescribed by section 18-40. (Ord. No. 959-05, § 1, 12-19-05; Ord. No. 661-12, § 3, 12-26-12)

Denver Revised Municipal Code § 18-58 Benefits.

Sec. 18-58. - Benefits. Except as otherwise provided herein, the benefits to be granted employees not in the career service shall be in conformance with this chapter, and in accordance with applicable career service rules. When the career service rules permit a waiver or exception or require the approval of the Office of Human Resources, Office of Human Resources Executive Director, or the career service board, the waiver, exception, or approval shall be the sole responsibility of the employee's appointing authority, and the approval of the Office of Human Resources, Office of Human Resources Executive Director, or the career service board shall not be required.
