§ 4 ART COMMISSION; AUTHORIZING CREATION OF SAME BY ORDINANCE OF COUNCIL. The City Council shall by ordinance provide for the creation of an art commission, and provide for the number of members composing the same, their tenure of office, the scope of activities of said commission, and making provision for the maintenance and upkeep of the same.
