Sec. 103-59. - Procedure on denial of violation, failure to appear or failure to pay. If a person upon whom a citation is served pursuant to this article: (1) Appears and denies the violation; or (2) Fails to appear and either admit or deny the violation within ten (10) days of issuance of the citation; or (3) Fails to pay the specified civil penalty within seven (7) days after admitting the violation; the violations clerk shall report such circumstances to the city prosecutor for appropriate administrative or judicial proceedings against such person.
