Municipal Code of Chicago § 2-64-010 Establishment - Taxes for operation and maintenance.

2-64-010 Establishment - Taxes for operation and maintenance. There is hereby established a free public library and reading room for the use of inhabitants of the city, which shall be called the "Chicago Public Library". The City of Chicago, acting by its city council, shall levy a tax on the value of all taxable property in the city, as equalized or assessed by the Department of Revenue of the State of Illinois for the purpose of paying costs for library maintenance and operation. This tax shall be levied and collected in the same manner as the general taxes of the municipality and shall be known as the "library maintenance and operation tax" and shall be in addition to and in excess of all other taxes which the municipality is now, or may be hereafter, authorized by law to levy upon the aggregate valuation of all taxable property within the City of Chicago. In addition to such "library maintenance and operation tax" the city council shall levy a tax on the value of all taxable property in the city, as equalized or assessed by the Department of Revenue of the State of Illinois for the purpose of paying the cost of purchasing library sites and buildings, the construction and equipping of library buildings, the repair, alteration and equipping of such library buildings and the rental of buildings required for library purposes. This additional tax shall be levied and collected in the same manner as the general taxes of the municipality and shall be known as the "buildings and sites tax" and shall be in addition to and in excess of all other taxes which the municipality is now, or may hereafter be, authorized by law to levy upon the aggregate valuation of all taxable property within the City of Chicago. All money received from the respective taxes shall be set apart in a separate fund and shall be used solely for the purpose for which such respective taxes were levied. Warrants or notes may be issued in anticipation of the collection of such respective taxes and if issued, shall be issued pursuant to the applicable provisions of the Illinois Compiled Statutes and shall bear an interest rate to be determined at the time of sale. 2-64-020 Board of directors - Statutory authority. The board of directors provided for by statute and appointed in accordance therewith shall have control and management of all matters pertaining to the Chicago Public Library in accordance with the provisions of the Illinois Local Library Act, as amended. The board shall have the authority to rent out rooms and space within library buildings for private use, but in no event shall any such rental exceed one day or be for the purpose of sale of any thing or service to library patrons, except with the prior approval of the city council. The form of such rental agreements shall be subject to approval of the corporation counsel. The board in its bylaws may impose reasonable fees for the borrowing of films and recordings, as well as reasonable charges for the late return or failure to return library materials of any nature. Nothing in this section or in the bylaws of the board prohibits or restricts the right of the city to prosecute any person under Sections 2-64-040, 2-64-050, and 8-16-127 of this Code. 2-64-025 Educational materials - Purchasing authority. Subject to the availability of funds duly appropriated therefor, the library commissioner is authorized to contract for and purchase, for library purposes, magazines, books, periodicals and similar articles of an educational or instructional nature, in paper, electronic, or other formats. The commissioner shall provide a quarterly report of contracts entered and purchases made pursuant to this section to the board of library trustees established pursuant to 75 ILCS 5/4-1 et seq. 2-64-030 City publications and documents. Every officer of the city, and every head of an executive department or bureau, and every board, commission or chief of any department or branch of the city government, shall mail six copies of all printed reports, pamphlets, circulars, and all other printed matter and public documents intended for general distribution, or designed to preserve records, or issued for the information of the public, to the Chicago Public Library immediately upon the issuance of same. Municipal Code of Chicago § 2-64-040 Failure to return library materials - Penalty.

2-64-040 Failure to return library materials - Penalty. Any person who shall fail to return or possess without authority any book or other library materials belonging to the Chicago Public Library, or any of its branches, according to the requirements of the bylaws duly made and adopted by the directors of such library for the government thereof, may be fined not less than $50.00 nor more than $500.00 for each offense. 2-64-050 Injuring or damaging property - Penalty. Any person who shall wilfully or maliciously cut, write upon, injure, deface, tear or destroy any book, newspaper, plate, picture, engraving or other thing of value belonging to the Chicago Public Library, or any of its branches, may be fined not less than $50.00 nor more than $500.00 for every such offense. Any person who shall wilfully or maliciously commit any injury upon or to the Chicago Public Library, or upon or to the grounds, buildings, furniture, fixtures, or other property thereof, shall be fined not less than $50.00 nor more than $500.00 for each offense.
