Sec. 54-358. - Waiver of article provisions for security measures for visiting dignitaries. The provisions of this division may be waived by the manager of safety when, in the judgment of the manager, security measures are necessary to protect visiting dignitaries; provided, that the visit requiring such measures does not assume the proportions and expressive purposes of a parade or demonstration.
