Las Vegas Municipal Code § 2.70.010 Created.

2.70.010 - Created. There is created a Youth Leadership Advisory Council. As used in this Chapter, the term "Advisory Council" refers to the Youth Leadership Advisory Council. The purpose of the Advisory Council is to: (1) Create and foster opportunities for civic engagement and leadership for youth and provide youth with opportunities to engage with City staff and elected officials; and (2) Advise and make recommendations to the City Council concerning subjects of particular interest to youth, including, without limitation, education, youth development, social programs and initiatives. Las Vegas Municipal Code § 2.70.020 Composition; appointment and nomination.

2.70.020 - Composition; appointment and nomination. (A) The Advisory Council shall consist of no less than nine voting members and no more than twenty-three voting members who are appointed by the City Council, and one non-voting staff member, ex officio, who will be assigned to the Advisory Council by the Director of Youth Development and Social Initiatives, or the Director's designee. Each voting member shall be a resident of the City or attend school within the City. Persons appointed to the Advisory Council shall receive no compensation. (B) Each member of the City Council other than the Mayor is entitled to nominate up to three persons for appointment to the Advisory Council. Each person so nominated must be a resident of, or attend school within, the ward represented by the Council member making the nomination. (C) The Mayor is entitled to nominate up to five persons for appointment to the Advisory Council. Each person so nominated must be a resident of, or attend school within, the City but may be a resident of any ward of the City. (Ord. No. 6899, § 1, 4-2-25)

Las Vegas Municipal Code § 2.70.030 Member qualifications.

2.70.030 - Member qualifications. Members of the Advisory Council shall, when appointed, be students at the high school level, from schools, whether public, private or home school, that serve the City. (Ord. No. 6899, § 1, 4-2-25)

Las Vegas Municipal Code § 2.70.040 Officers.

2.70.040 - Officers. The Advisory Council shall annually elect from among its members a chairperson, a vice chairperson, a secretary, and such other officers as deemed necessary or appropriate. Officers shall serve a term of one year, or until a successor is elected. The duties of the officers shall respectively be as are usually carried by such officers. (Ord. No. 6899, § 1, 4-2-25)

Las Vegas Municipal Code § 2.70.050 Terms.

2.70.050 - Terms. The Advisory Council shall serve at the pleasure of the City Council. Members of the Advisory Council will serve staggered terms of two academic years. For the purposes of this Chapter, the term "academic year" is defined as August of a given calendar year through May of the subsequent calendar year. If the term of a member of the Advisory Council expires while such member is still attending high school, that member will be permitted to serve a second term on the Advisory Council. Upon its establishment, the Advisory Council may be composed of a certain number of members who will serve terms of four academic years. The preferred composition of the initial Advisory Council is: (1) Fifty percent of the Advisory Council's membership will be starting ninth grade during the first academic year of such member's appointment, and (2) Such ninth-grade members of the Advisory County will be appointed for initial terms of four academic years. (3) The remaining fifty percent of the Advisory Council, consisting of members who will be starting tenth to twelfth grade during the first academic year of such member's appointment, will be appointed for terms of two academic years. Following the first two academic years after the establishment of the Advisory Council, its membership will revert to staggered terms of two academic years. (Ord. No. 6899, § 1, 4-2-25)

Las Vegas Municipal Code § 2.70.060 Rules; City liason; quorum.

2.70.060 - Rules; City liason; quorum. (A) The Advisory Council may adopt a code of conduct, bylaws, and make rules and regulations governing its meetings. (B) The Director of Youth Development and Social Initiatives, or the Director's designee, shall serve ex-officio to represent the City's interests and to function as liaison between the Advisory Council and the City. (C) A majority of the appointed Advisory Council members shall constitute a quorum. (D) No other person or substitute may participate in any Advisory Council meeting in the place of an appointed member. (Ord. No. 6899, § 1, 4-2-25)

Las Vegas Municipal Code § 2.70.070 Powers and duties.

2.70.070 - Powers and duties. The functions, powers, and duties of the Advisory Council shall be as follows: (1) The Advisory Council shall serve as an advisory body to the City Council and City staff, to review City involvement in civic engagement for youth, youth leadership, education, and youth development. (2) Members of the Advisory Council are encouraged to prepare model resolutions and consider ideas for ordinances to be presented to the Advisory Council for possible consideration by the City Council and other bodies. (3) The Advisory Council shall submit a report to the City Council at least once per academic year, setting forth the Advisory Council's efforts, results and future plans. (4) The Advisory Council shall meet no fewer than five times per academic year. (5) If any member of the Advisory Council has two unexcused absences during any academic year, such member will be subject to removal from the Advisory Council. For the purposes of this Chapter, "unexcused absence" is defined as an absence for which the chairperson, vice chairperson or secretary has not been notified in advance of the Advisory Council meeting. (6) The Advisory Council shall not operate in a regulatory or authoritative capacity. The Advisory Council shall act in an advisory capacity only. (7) The Advisory Council may advise the City Council and City staff regarding revisions to this Chapter. The Advisory Council shall make requests and recommendations in writing to City Council and City staff. (8) The Advisory Council shall comply with all provisions of federal, state, and local laws, including Chapter 241 of the Nevada Revised Statutes (Nevada's open meeting law). (Ord.
