Sec. 701-9. - Protection during building operations. In connection with the erection, alteration or repair of any building or structure, or other construction activity, the owner thereof, or his or her agent or independent contractor, shall take all necessary steps to prevent injury to any flora growing in any public street, alley, way, place or public park.
