Sec. 12.16.060. - Dischargers subject to these regulations. All wastewater discharges to the city's wastewater facilities within the city limits are subject to the sewer user charges, waste surcharges, and construction requirements. Any discharge from outside the city limits that discharges to the city's POTW is subject to the limitations and requirements established in this chapter as appropriate. (Ord.
