Denver Revised Municipal Code § 54-482 Violations generally.

Sec. 54-482. - Violations generally. (a) At any place within the city where authorized signs are posted pursuant to the provisions of this chapter giving notice of parking limitations, regulations, restrictions or prohibitions, it shall be unlawful for any person to park a vehicle in any manner in violation of, or contrary to, the provisions contained on such signs except when necessary to avoid conflict with other traffic, or in compliance with the directions of a police officer, or traffic-control signal, sign or device, or except momentarily for the purpose of loading or unloading passengers when such parking does not obstruct, impede or endanger any traffic; except as otherwise provided in this article. (b) At any place within the city where authorized signs are posted pursuant to the provisions of this chapter giving notice of stopping or standing limitations, regulations, restrictions or prohibitions, it shall be unlawful for any person to stop or stand a vehicle in any manner in violation of, or contrary to, the provisions contained on such sign except when necessary to avoid conflict with other traffic, or in compliance with the directions of a police officer, or traffic-control signal, sign or device; except as otherwise provided in this article. (c) At any place within the city where authorized signs are posted pursuant to the provisions of this chapter giving notice that such area or portion of the public street is a "tow away" zone, it shall be unlawful for any person to park a vehicle in any manner in violation of, or contrary to, the provisions contained on such signs except when necessary to avoid conflict with other traffic, or in compliance with the instructions of a police officer, or traffic control signal, sign or device, except as otherwise provided in this article. When a vehicle is found in violation of this subsection, it may be removed or impounded under the provisions of section 54-811. (Code 1950, §§ 520.1, 520.1-1; Ord. No. 129-93, § 1, 3-1-93)

Denver Revised Municipal Code § 54-483 Records to be kept by the city traffic engineer.

Sec. 54-483. - Records to be kept by the city traffic engineer. The city traffic engineer shall cause a record to be kept of all the streets or other places where parking restrictions, limitations, regulations or prohibitions have been imposed by the posting of signs and such records shall be open to public inspection during the business hours of the traffic engineer's office, and the traffic engineer shall furnish a copy thereof to the police department, the county court and those public agencies or members of the city council requesting the same. Denver Revised Municipal Code § 54-484 Existing signs to be enforced.

Sec. 54-484. - Existing signs to be enforced. The parking, standing or stopping restrictions, limitations, regulations or prohibitions on all streets or other places which are posted with appropriate signs giving notice thereof at the time of the passage of this Code into law shall be the effective parking, standing or stopping restrictions, limitations, regulations or prohibitions thereat, unless otherwise changed thereafter by the city traffic engineer pursuant to the authority granted the traffic engineer by the provisions of this division, and unless otherwise authorized herein it shall be unlawful for any person to park, stand or stop any vehicle contrary to, or in violation of, the provisions of such signs after the final passage of this Code. Denver Revised Municipal Code § 54-485 Parking for persons with mobility impairment.

Sec. 54-485. - Parking for persons with mobility impairment. (a) Any vehicle with distinguishing license plates or an identifying placard obtained by a person with a mobility impairment as prescribed by law, and being used by such person, may be parked in a parking space identified as being reserved for use by the disabled whether on public property or private property available for public use; or in any public parking area along any public street in restricted time limit zones or at parking metered spaces or multi-space sections during hours parking is permitted. (b) Any vehicle with distinguishing license plates or an identifying placard obtained by a person with a mobility impairment as prescribed by law, and being used by such person, may be parked free of charge in a parking metered space or multi-space section controlled by a parking meter or kiosk during hours that parking is permitted in such parking metered space or multi-space section, for a time period authorized by the parking meter or for four (4) consecutive hours, whichever is greater, regardless of the time period otherwise allowed for parking in the parking metered space or multi-space section controlled by such meter or kiosk. At the end of the authorized time period the vehicle must be moved at least one hundred (100) feet from the parking metered space or multi-space section as required by section 54-420 of this Revised Municipal Code. (c) Any vehicle with distinguishing license plates or an identifying placard obtained by a person with a mobility impairment as prescribed by law, and being used by such person, may be parked in a public parking space controlled by posted signs during such hours that parking is permitted for the time period authorized by the sign or for four (4) consecutive hours, whichever is greater. At the expiration of the authorized time period the vehicle must be moved at least 100 feet from the parking space as required by section 54-420 of this Revised Municipal Code. (d) Such distinguishing license plates or identifying placards shall be properly affixed to the vehicle operated by such person with a mobility impairment. A distinguishing license plate shall be affixed to the vehicle in the manner required by state law. An identifying placard shall be prominently displayed from the rear view mirror inside the vehicle or displayed on the vehicle dashboard in plain view of any police officer or parking control agent looking through the vehicle windshield, and both the identifying placard and the identification number required to be placed upon such placard by state law shall be clearly visible and legible to such officer or agent when viewed from outside of the vehicle through the vehicle windshield. (e) It shall be unlawful for persons with mobility impairments to be parked along public streets, or in designated parking spaces on public or private property: (1) During such times when all stopping, standing or parking of all vehicles is prohibited; (2) When only special vehicles may be parked; (3) When parking is not allowed during specific periods of the day in order to accommodate heavy traffic; (4) For a period exceeding seventy-two (72) hours as prohibited by section 54-465, parking in excess of seventy-two (72) hours. (f) The owner of private property available for public use may install signs prescribed by the city traffic engineer identifying parking spaces designed to specifications of the city traffic engineer and reserved for use by the disabled. Such installation shall be a waiver of any objection the owner may assert concerning enforcement of this section by such police officers, and such officers are hereby authorized and empowered to enforce this section of the Code. (g) It shall be unlawful for any person who does not have a mobility impairment to exercise the parking privilege defined in this section. (h) It shall be unlawful for any vehicle without distinguishing license plates or an identifying placard obtained by a person with a mobility impairment as prescribed by law to be parked in a parking space identified as being reserved for use by the disabled. (i) It shall be unlawful for any vehicle to park in any area designated for loading and unloading of a vehicle designed for the mobility impaired by pavement markings such as cross-hatching or by other indication. Denver Revised Municipal Code § 54-486 Violation of posted signs designating emergency access lanes on public roadway or private property.

Sec. 54-486. - Violation of posted signs designating emergency access lanes on public roadway or private property. At any place within the city where authorized signs designating an emergency access lane are posted along a public roadway or on private property, pursuant to the provisions of this chapter, giving notice of parking limitations, regulations, restrictions or prohibitions, it shall be unlawful for any person to park or stop a vehicle in any manner in violation of, or contrary to the provisions contained on such signs except in compliance with the directions of a member of the police department or fire department, or traffic-control signal, sign or device, or except momentarily for the purpose of loading or unloading passengers when such parking does not obstruct, impede or endanger any traffic. The police department is hereby authorized to issue a citation and may immediately remove, or cause to be removed, a vehicle parked or stopped in violation hereof, in accordance with the provisions of section 54-811. Denver Revised Municipal Code § 54-487 Special license for parking in truck loading zone.

Sec. 54-487. - Special license for parking in truck loading zone. (a) It shall be unlawful for any person to stop, stand or park any vehicle in any parking space reserved and marked "Truck Loading Only" unless such vehicle is licensed as a truck and bears truck registration license plates, or shall have affixed to the lower left-hand corner of the windshield of the vehicle adjacent to the state inspection sticker, a special license sticker issued by the manager of licensing and consumer protection indicating that the owner or operator of the vehicle has paid the fee for a license to park a vehicle other than truck licensed as such in a truck loading zone. (b) The owner or operator of any vehicle which is not licensed as a truck and which does not bear truck registration license plates but which vehicle is used in the conduct of any lawful business may apply to the manager of licensing and consumer protection for a license authorizing the loading or unloading of the vehicle in any parking space in the city designated as "Truck Loading Only" for the loading or unloading of such vehicle. If the manager determines that the vehicle is used in the pursuit of the applicant's lawful business and is a vehicle which is regularly used for the same purpose as a truck, the manager shall, upon receipt of the annual license fee, issue a license to the applicant to be affixed to the vehicle. (c) Applications for a license for permitting a vehicle other than a truck licensed as such and bearing truck registration license plates to stop, stand or park in any parking space reserved for and marked "Truck Loading Only" shall be accompanied by a fee of twenty-five dollars ($25.00), provided, however, that no such fee shall be required for the renewal of an existing license. The annual license fee for such license shall be one hundred dollars ($100.00). (Code 1950, § 520.5; Ord. No. 723-02, § 49, 9-9-02; Ord. No. 1003-25, § 31, 7-28-25)

Denver Revised Municipal Code § 54-488 Parking prohibition during cleaning and other operations.

Sec. 54-488. - Parking prohibition during cleaning and other operations. (a) The manager of transportation and infrastructure shall have authority from time to time to designate or cause to be designated by conspicuous and appropriately posted signs certain streets upon which parking is temporarily prohibited during street cleaning and sweeping operations or during repair or maintenance operations. When such temporary signs are so posted upon any street or portion thereof, the parking or standing of vehicles thereupon shall be deemed prohibited in accordance with the terms thereof notwithstanding other permanently affixed notices or signs shall provide otherwise. (b) Such temporary signs shall be posted a reasonable time before the cleaning and sweeping operations or the repair or maintenance operations commence. (c) Parking shall be restricted for only such time as is necessary to complete the cleaning and sweeping operations or the repair or maintenance operations in the immediate area. (d) It shall be unlawful to park or stand a vehicle upon any street or portion thereof designated in accordance with this section in violation of the parking restriction set forth in such temporary signs. (e) The manager of transportation and infrastructure is hereby empowered to enforce the provisions of this section, including but not limited to the power to issue legal process to enforce this section. Charges of violations of the provisions of this section shall be preferred by the manager of transportation and infrastructure or any other law enforcement officer of the city in the county court. Denver Revised Municipal Code § 54-489 Restricted press or radio parking zones.

Sec. 54-489. - Restricted press or radio parking zones. When signs are erected giving notice thereof, no person shall stop, stand or park a vehicle, other than a vehicle which has been authorized and designated as a press or radio vehicle by the manager of safety and is identified by a plate permit displayed on the dashboard of such vehicle, in any place established as a restricted press or radio parking zone. No person shall stop, stand or park any press or radio vehicle in any place established as a restricted press or radio parking zone and designated for the use of authorized vehicles of a particular news gathering agency unless the vehicle is identified by the authorized plate permit displayed on the dashboard as being owned by such agency or by a full-time, paid employee of such agency. Denver Revised Municipal Code § 54-490 Street closures by contractors.

Sec. 54-490. - Street closures by contractors. The city traffic engineer is authorized to permit the posting or erecting of signs by private contractors or public utility companies of parking restriction signs whenever the traffic engineer deems such prohibitions necessary to provide for free traffic movement in the area of obstruction brought about by partial or complete street closures, and such temporarily posted signs shall conform to official city specifications and be posted in the manner as approved by the city traffic engineer. Denver Revised Municipal Code § 54-491 Other special permits.

Sec. 54-491. - Other special permits. The city traffic engineer is hereby authorized to permit the standing, stopping or parking of vehicles contrary to the provisions of posted signs imposing restrictions, limitations or prohibitions if in the traffic engineer's discretion the same shall be necessary, by written application therefor made to the traffic engineer's office for that purpose and receipt of a permit bearing the traffic engineer's signature and approval for the same. (Code 1950, § 520.6)

Denver Revised Municipal Code § 54-492 On-street parking permits.

Sec. 54-492. - On-street parking permits. (a) The city traffic engineer, or the traffic engineer's designee, may upon the basis of traffic engineering or other investigations and studies, issue permits for the parking of motor vehicles in designated areas, if such permit would: (1) Better manage the use of the public right-of-way, or (2) Restrict the parking of motor vehicles in residential areas for the purpose of accessing destinations in nearby commercial, industrial or institutional areas when such parking could: a. Cause hazardous traffic conditions in the residential areas; b. Produce unacceptable levels of auto emissions, noise, trash and refuse; c. Unreasonably burden residents of the area in gaining access to their residences; or d. Damage the character of those areas as residential districts and diminish the value of property in those areas. Or, (3) Meet the goals of an approved parking or traffic management plan. Upon such determination the city traffic engineer may post signs pursuant to this chapter to limit the duration of parking; and upon application, the city traffic engineer or designee shall issue permits in accordance with rules and regulations promulgated by the manager of transportation and infrastructure. Permits issued pursuant to this provision shall not apply to metered parking spaces, nor supersede any other section of this chapter 54 unless so noted on the permit. (b) The manager of transportation and infrastructure may develop rules and regulations as necessary for the application of this section. It shall be unlawful to violate the provisions of this section or any rules and regulations promulgated hereunder. The rules and regulations may establish eligibility criteria, fees, limits on the number of permits issued and other requirements as deemed necessary. (Code 1950, § 520.7; Ord. Denver Revised Municipal Code § 54-493 Truck loading by permit only zone.

Sec. 54-493. - Truck loading by permit only zone. (a) Permit required. It shall be unlawful for any person to stop, stand or park any vehicle in any parking space reserved and marked, "Truck Loading—By Permit Only," unless such vehicle prominently displays, in a location easily visible through the front windshield or back window, a permit so to do. (b) Application and permit fees. Application for a permit to park in a truck loading, by permit only, zone shall be made to the city traffic engineer, in writing, on letterhead stationery of the company applying for such a permit. No application fee is required; however, the annual fee for each permit issued shall be one hundred dollars ($100.00). (Ord. No. 238-81, § 1, 5-11-81)
