(a) penalty assessment imposed upon anyone convicted or forfeiting bond on any offense, excluding parking and standing violations, which is punishable by a fine exceeding $10.00 or imprisonment .....$ 10.00
(b) fee imposed upon anyone convicted of any misdemeanor wherein forensic science or laboratory service is rendered or administered .....$150.00
