Sec. 14-313. - Watchmen, flagmen, gates, signals. (a) All electric signal systems installed on public street railroad crossings within the city shall be maintained in good working condition 24 hours a day by the appropriate railway company. (b) A watchman or flagman shall be used to protect all crossings on public streets within the city when trains and/or locomotives are being used on the crossings, except where an electrical signal system is present and in working condition. (Code 1985, § 17-3)
