§ 12-68. - Permits required in advance. Prior to commencement of any work on a building or structure, the authorized person shall secure a permit and pay the City Treasurer the inspection fee in full. Any person who commences any work on a building or structure that requires a permit before obtaining the necessary permits shall be subject to a penalty as established in Section 12-57. (Ord.
