Sec. 151-59. - General counsel to act as parliamentarian. The general counsel shall attend all council meetings and advise the president as the parliamentarian. With permission of the presiding officer, the general counsel may address the council with respect to any point of order or law arising during a meeting of the council. (G.O. 68, 1988, § 6)
