Memphis Code of Ordinances § 2-62-1 Established; composition; appointment and terms of office of members.

Sec. 2-62-1. - Established; composition; appointment and terms of office of members. A. There is established a cable television program advisory council consisting of nine members nominated by the mayor and approved by the council. Such members shall serve a term of three years. B. The council shall have at least two representatives from local educational broadcasting outlet; two representatives from the educational community; two representatives from business, professional or banking communities; and three citizen representatives. Sec. 2-62-2. - Duty to make recommendations on the programming for, and the coordination of, educational, governmental and local originated channels. The cable television advisory council shall make recommendations to the grantee of the broadband telecommunications network and to the city on the programming for, and the coordination of, the educational, governmental, and locally originated channels. Sec. 2-62-3. - Objectives of council when making recommendations. The cable television advisory council, in making its recommendations for programming and in coordination of the educational, governmental, and locally originated channels, shall promote the interest, welfare and entertainment of the community with emphasis on enhancement of civic development and shall make recommendations to ensure that programming is impartial and nondiscriminatory. Sec. 2-62-4. - Who may submit proposals to council for recommendations; independent submission of findings and recommendations by council. The city may submit proposals for programming on the government channel or channels to the advisory council for recommendations and the educational institutions may submit proposals or planned programming for the educational channel or channels to the advisory council for recommendations. The broadband telecommunications network may submit planned programming for locally originated channel or channels to the advisory council for recommendation, but nothing shall prohibit the council from submitting its own findings and recommendations to such bodies whether such proposals have been submitted to them for comment or not. Sec. 2-62-5. - Authority to submit proposed rules and regulations for conduct of business to mayor and council, hold hearings and make recommendations on programming for education and local origination; actions deemed advisory. The advisory council shall have the authority to submit proposed rules and regulations for the conduct of its business to the mayor and council for approval, and upon approval, shall have the right to hold hearings and make recommendations to the broadband telecommunications network and to the educational community on programming for education and local origination; all such actions shall be advisory only.
