Sec. 714.118. - No limitation on authority. In general, this Chapter shall not be a limitation on the Council's power and authority to levy non-ad valorem special assessments by other methods pursuant to other State or local law and the fact that an Assessment is levied on a property to fund a particular Improvement pursuant to a N.A.P. shall not prevent the Council from levying a non-ad valorem assessment for a similar but distinguishable and independent improvement on the same property.
