§ 29 BUDGET ESTIMATES TO BE FURNISHED CITY MANAGER BY ALL DEPARTMENTS NOT UNDER HIS IMMEDIATE DIRECTION BY THE FIFTEENTH DAY OF AUGUST OF EACH YEAR. Every department of the city government not under the direct control of the city manager shall by not later than the fifteenth day of August of each year furnish to the city manager, for use in the preparation of his recommendations to the council regarding the annual budget, a detailed budget estimate of the needs and requirements of such department for the coming year.
