Parking of vehicles on the public right-of-way outside of the traveled way may be permitted where the following conditions are met:
(1) Parking areas must be paved at the expense of the permittee according to the current standards of the manager of transportation and infrastructure. Where trees exist, a permit must be obtained from the city forester for protection or removal.
(2) Parking spaces between curb and sidewalk must be so located that no less than a five (5) foot unobstructed public sidewalk remains.
(3) Parking spaces between curb and sidewalk must be specifically delineated and each must have direct access to the traveled way without driving over a curb and without driving on a sidewalk except to cross such a sidewalk.
(4) Parking spaces between curb and sidewalk must be no less than eight (8) feet wide by eighteen (18) feet long, and no closer than two (2) feet to the curb.
(5) Parking spaces between curb and sidewalk must be outlined by the permittee with a five (5) inch wide white line.
(6) Parking spaces between sidewalk and right-of-way line must be located so that no less than a five (5) foot unobstructed public sidewalk remains.
(7) Parking spaces between sidewalk and right-of-way line which are not an extension of a parking area on the abutting private property must meet the requirements of subsections (3), (4) and (5).
(8) Where parking spaces are permitted between sidewalk and right-of-way line as an extension of a parking area on the abutting private property, the permittee shall install and maintain wheel stops along the sidewalk at a location which will prevent any parked vehicles from overhanging said sidewalk.
(9) Separated parking areas not located between curb and right-of-way line may be permitted by applying such of the requirements above as may be applicable.
