Sec. 531-412. - Use or threatened use of devices to induce performance by animals. No permanent or transient animal exhibition or circus shall be permitted in which animals are induced, prompted or encouraged to perform or behave in a desired manner through the use or threatened use of chemical substances or mechanical, electrical or manual equipment or devices in a manner which will cause or has potential to cause physical injury or suffering to the animal.
