No person shall place, dispose or deposit in any manner trash, garbage or refuse in or upon the airport property except at such places and under such conditions as the director may from time to time prescribe. No person shall use a toilet other than in a clean and sanitary manner, nor expectorate on the floors, walls or any surfaces of any airport building.
