Sec. 3-136. - Approval of director prerequisite to business activity. No person shall engage in any business or commercial activity of any nature whatsoever on the airport except with the prior written approval of the director, and under such terms and conditions as may be set forth in a permit issued by or a contract executed with the city, and in accordance with Division 10 of these rules and regulations.
