Las Vegas Municipal Code § 11.22.010 Full time and attention.

11.22.010 - Full time and attention. A person shall, when operating a vehicle, give his full time and attention to the operation of the vehicle. (Ord. 1308 § 1, 1968: prior code § 10-15-22)

Las Vegas Municipal Code § 11.22.020 Carelessness or imprudence.

11.22.020 - Carelessness or imprudence. It is unlawful for any person to drive or operate a vehicle of any kind or character in a careless or imprudent manner on any highway in the City. (Ord. 2034 § 1, 1979: prior code § 10-15-24)

Las Vegas Municipal Code § 11.22.030 Shutdown before leaving.

11.22.030 - Shutdown before leaving. It shall be unlawful for any person to leave unattended upon any street or other public place any automobile or other motor vehicle while any part of its machinery is running or in motion. (Ord. 170 § 48, 1931: prior code § 10-19-4)

Las Vegas Municipal Code § 11.22.040 Sidewalk area violation.

11.22.040 - Sidewalk area violation. The driver of a vehicle shall not drive within any sidewalk area except at a permanent or temporary driveway or permit such vehicle to stand thereon. (Ord. 170 § 22, 1931: prior code § 10-15-7)

Las Vegas Municipal Code § 11.22.050 Controlled-access roadways.

11.22.050 - Controlled-access roadways. No person shall drive a vehicle onto or from any controlled-access roadway except at such entrances and exits as are established by public authority. (Prior code § 10-15-11)

Las Vegas Municipal Code § 11.22.055 Engine compression brakes.

11.22.055 - Engine compression brakes. It is unlawful for any person to use engine compression brakes or any similar braking system while operating a vehicle, other than an emergency vehicle, within the City, unless the vehicle is equipped with an operational muffler and exhaust system which complies with Federal and state noise emission standards. Las Vegas Municipal Code § 11.22.060 Quiet zones.

11.22.060 - Quiet zones. The City Council may, by resolution, declare and designate any street or alley within two hundred feet of a hospital, church, courthouse, or sick chamber a zone of quiet, and upon and in this zone, when so declared and designated, there shall be no ringing of bells, sounding of gongs or whistles, unnecessary noises or itinerant music. Las Vegas Municipal Code § 11.22.070 Safety zone violation.

11.22.070 - Safety zone violation. No vehicle shall at any time be driven through or within a safety zone. (Ord. 170 § 7, 1931: prior code § 10-15-19)

Las Vegas Municipal Code § 11.22.080 Front-seat passenger limit.

11.22.080 - Front-seat passenger limit. It shall be unlawful for any person owning, driving or permitting the driving of any automobile or other motor-propelled vehicle with more than three persons occupying the front seat of a vehicle. (Prior code § 10-15-14)

Las Vegas Municipal Code § 11.22.090 Door opening.

11.22.090 - Door opening. No person shall open the door of a motor vehicle on the side available to moving traffic unless and until it is reasonably safe to do so, nor shall any person leave a door open upon the side of a vehicle available to moving traffic for a period of time longer than necessary to load or unload passengers. Las Vegas Municipal Code § 11.22.100 New pavement or closed street.

11.22.100 - New pavement or closed street. No person shall ride or drive any horse or vehicle over or across any pavement newly laid or repaired across or around which there has been placed a barrier, or at or near which there is a person or a sign warning persons against riding or driving over such pavement, or a sign stating that the highway is closed. The provisions of this Section shall not apply to the employees actually engaged in the paving or repair of such pavement. (Ord. 170 § 73, 1931: prior code § 10-15-16)

Las Vegas Municipal Code § 11.22.110 Railroad obstruction of streets.

11.22.110 - Railroad obstruction of streets. It shall be unlawful for the directing officer or the operator of any railroad train to direct the operation of or to operate the same in such a manner as to prevent the use of any street for the purposes of travel for a period of time longer than five minutes, except that this provision shall not apply to trains or cars in motion other than those engaged in switching. Las Vegas Municipal Code § 11.22.120 Nonmotorized-traffic street closures.

11.22.120 - Nonmotorized-traffic street closures. (A) The City Traffic Engineer is authorized to determine and designate those heavily traveled streets upon which shall be prohibited the use of the roadway by motor-driven cycles, bicycles, horse-drawn vehicles or other nonmotorized traffic and shall erect appropriate signs giving notice thereof. (B) When signs are erected giving notice thereof, no person shall disobey the restriction stated on such signs. (Prior code § 10-19-3)

Las Vegas Municipal Code § 11.22.130 Wheeled toys on streets and sidewalks.

11.22.130 - Wheeled toys on streets and sidewalks. It shall be unlawful for any person to ride or use a coaster, roller skates, scooter, skateboard, toy vehicle or similar device: (A) On any roadway except while crossing a street at a crosswalk, and, when any such device is so crossing, it shall be granted all of the rights and shall be subject to all of the duties applicable to pedestrians; (B) On the sidewalks of Fremont Street between Main Street and Seventh Street which, because of the high volume of pedestrian traffic normally present, shall be posted with signs indicating that the use of these devices on the sidewalk is prohibited; (C) On any other public property when signs have been erected at the entrances to, or displayed prominently on, the property prohibiting the use of coasters, roller skates, scooters, skateboards, toy vehicles or similar devices on such property; or (D) In any other place in the City in such a manner as to be dangerous to persons or property. Las Vegas Municipal Code § 11.22.135 Wheeled toys on posted private property.

11.22.135 - Wheeled toys on posted private property. Any person who rides or uses a coaster, roller skates, scooter, skateboard, toy vehicle or similar device on any private property to which the public is invited after signs have been erected at the entrances to, or displayed prominently on, the property prohibiting the use of coasters, roller skates, scooters, skateboards, toy vehicles or similar devices shall be deemed to have committed a trespass. Las Vegas Municipal Code § 11.22.137 Wheeled toys—Definitions.

11.22.137 - Wheeled toys—Definitions. As used in this Chapter, unless the context otherwise requires, the following terms shall have the meanings that are ascribed to them as follows: (A) "Coaster" means a nonmotorized wheeled vehicle which, after being propelled by either human or mechanical force of any kind, becomes by momentum or gravity a free-moving vehicle without the need of further application of propulsive power; and includes a child's wagon. (B) "Roller skate" means tandem sets of wheels mounted on a metal frame that can be fitted to the sole of a shoe, or a shoe mounted on tandem sets of wheels; and used for skating over flat surfaces. (C) "Scooter" means a foot-propelled vehicle consisting of a platform of metal, plastic, wood or other type of composition or combinations thereof, mounted on or between one set or tandem sets of wheels, with an upright steering handle attached to the front of the platform or the front wheel or wheels. (D) "Skateboard" means a foot-propelled vehicle consisting of a platform of metal, plastic, wood or other type of composition or combinations thereof, mounted on tandem sets of wheels. Las Vegas Municipal Code § 11.22.140 Aggregates and other loose loads.

11.22.140 - Aggregates and other loose loads. (A) It is unlawful for any person to operate, on any public road, street or highway within the City, any vehicle: (1) Unless such vehicle is constructed, covered or loaded in such a manner as to prevent its contents or load, other than clear water or other substance that may be sprinkled on the roadway for the purpose of cleaning the same, from dropping, sifting, leaking, blowing, spilling or otherwise escaping therefrom; (2) That is used to transport any aggregate material, whether the vehicle is loaded or empty at the time, unless: (a) Such material is carried in the cargo area of the vehicle, with the tailgate thereof in the closed position, and does not extend above the topmost edge of the cargo area, (b) The cargo area is equipped with a tailgate, is completely and securely covered and does not contain any holes, cracks or openings through which such material may escape, regardless of the degree to which the vehicle is loaded, and (c) The vehicle is equipped with shed boards; (3) That is loaded with garbage, rubbish or dirt or anything that is being transported to either an approved or unapproved dumping area unless the load is completely covered in a manner that will prevent the load, or any part thereof, from spilling or falling from the vehicle; provided, however, that this paragraph does not prohibit a garbage vehicle from being without a cover while it is in the process of acquiring its load. (B) For the purpose of this Section, the terms: (1) "Aggregate material" means rock fragments, pebbles, sand, gravel, cobbles, crushed base, asphalt and other similar materials; (2) "Garbage," "rubbish" and "dirt" shall have the meanings that are ascribed to them in LVMC 9.08.010; (3) "Shed boards" means a device that is designed to prevent aggregate material from being deposited on the body of the vehicle during the loading process. Las Vegas Municipal Code § 11.22.150 Operation of vehicle within one hundred feet of an ice cream truck.

11.22.150 - Operation of vehicle within one hundred feet of an ice cream truck. Within one hundred feet of an ice cream truck that has engaged the safety equipment described in Subsection (C) of Section 6.47.100, it is unlawful to operate a vehicle as follows: (A) At a speed greater than is prudent when children are present in the area; or (B) In excess of fifteen miles per hour, in any event. (Ord. 5040 § 15, 1997)

Las Vegas Municipal Code § 11.22.160 Test driving on residential streets—Prohibited.

11.22.160 - Test driving on residential streets—Prohibited. (A) Except as otherwise provided in this Section, it is unlawful for: (1) A customer or potential customer of a motor vehicle dealership to test-drive a vehicle on a residential street; (2) An employee of a motor vehicle dealership to allow a customer or potential customer of the dealership to test-drive a vehicle on a residential street; or (3) A principal or employee of an auto repair facility to test-drive a customer's vehicle on a residential street. (B) The prohibitions contained in Subsection (A) of this Section do not apply to the test-driving of a vehicle on a residential street if the test-driving of vehicles on that particular street by customers or potential customers of a motor vehicle dealership, or by principals or employees of an auto repair facility, has been approved by the Department of Community Development in connection with the Department's approval of a test-driving plan submitted by that dealership or auto repair facility. (C) For purposes of this Section: (1) "Residential street" means a street within a residential area that has a right-of-way width of less than eighty feet. (2) "Test-drive a vehicle," with respect to a customer, potential customer, or employee of a motor vehicle dealership, means to test-drive a vehicle that is being offered for sale or lease by that dealership. (3) "Test-drive a vehicle," with respect to a principal or employee of an auto repair facility, means to test-drive a customer vehicle. (4) "Test-drive a vehicle on a residential street" does not include the necessary use of a residential street to gain access to, or return to, a street that is not a residential street, provided that travel on the residential street for that limited purpose does not exceed a speed of fifteen miles per hour. (D) A dealership whose employees allow customers or potential customers of the dealership to test-drive vehicles on a residential street in violation of this Section, or in violation of an approved test-driving plan, is subject to disciplinary action against the dealership's business license, as well as action to revoke any associated Special Use Permit or Site Development Plan. (E) An auto repair facility whose principals or employees test-drive vehicles on a residential street in violation of this Section, or in violation of an approved test-driving plan, is subject to disciplinary action against the facility's business license, as well as action to revoke any associated Special Use Permit or Site Development Plan.
