The City Council finds that the auction business seriously affects the well-being of the City and its residents; that it is necessary to regulate auctions carefully in order to ensure that persons of honesty and integrity are operating such businesses; that auctions should be conducted in a manner responsible to the public; and that auctions must therefor comply with Chapter 6.06.
