Section 16.03. - Amendment of prior plans in certain respects. The council shall have the power to amend any plans of former governments and to establish which officers of the consolidated government are responsible for the administration of the plans and the handling and investment of funds under such plans. The council shall also have the discretionary power to determine that interrupted service of any officer or employee of former governments shall be treated as continuous service for the purpose of any retirement or pension plan of a former government.
