Sec. 6.10.030. - Release of vehicles. (a) The operator of a tow car shall allow the vehicle owner of a motor vehicle that has been connected to a tow car to obtain the release of the vehicle at the point of origination of the towing if: (1) A request is made to release the vehicle: and (2) The owner or agent pays the fee for releasing the vehicle.
