SEC. 28-221. GENERAL AUTHORITY AND DUTIES OF THE DIRECTOR AND DEPARTMENT. The department is responsible for the enforcement and administration of this article. The director shall implement and enforce this article and may by written order establish such rules or regulations, not inconsistent with this article, as the director determines are necessary to discharge the director’s duties under or to effect the policy of this article.
