SEC. 5-11. SOLICITING BUSINESS OR SELLING MERCHANDISE ON AIRPORT PROPERTY. It shall be unlawful for any person to solicit customers or patronage for himself or on behalf of any person or to sell any merchandise of any type or distribute advertising matter upon the premises of any airport, without authority of the director or the city council.
